Tuesday, May 17, 2016. Chicago. Officers took down a man who was walking on the outbound Dan Ryan Expressway and on the CTA Red Line tracks.

Police received calls about a man on foot on the expressway near 47th Street after 6 a.m. Illinois State Police, Chicago police and Illinois Department of Transportation crew members rushed to the scene.

The man was seen running from the officers around 6:20 a.m., crossing the wall from the local lanes to the express lanes and back again near 63rd Street

A state trooper pulled up next to him, jumped out of his car and tried to grab him. IDOT trucks pulled up behind him and three workers jumped out to assist the trooper.

The man attempted to jump the wall to the Express lanes once again but was unable to because his pants were around his ankles.

It is unclear if his pants fell while he was being chased or if they fell after being tackled the first time.

The group was able to stop the man and forced him to the ground on the left shoulder of the outbound local lanes.

The man was identified as Anthony Allen, 39. Allen told police he was trying to get away from IDOT. He also said he is schizophrenic and did not take medication.

He was taken into custody, put into an ambulance just after 6:35 a.m. and taken to St. Bernard Hospital for evaluation and treatment.

As a precaution, the CTA temporarily cut power to the southbound Red Line tracks during the incident. It is unclear why the man was walking on the expressway.
