As far as I can tell, he did not grab the officer's gun. If you look at 1:14, you can clearly see him reaching inside his car and pulling out a gun.

To be honest, I'm really puzzled why the officers showed so much restraint. I think when he finally broke free of them, they had to change their tactics but kept trying to subdue him instead.

Those officers did not have control of this situation at almost any point. They should have increased from less-than-lethal the moment he went for their guns and again the moment he went back to the car. Those haymakers only made the assailant more dangerous. Lucky he didn’t stick around and kill them both before taking off.
