That guy was entirely prepared to fight his way out of an arrest. He probably intended to slip out his knife and dispatch any cop close quarters, then use the gun to escape to his vehicle or car jack. Once the cops were ganged up on him, he then changed tactics to get his gun hand free, knowing that was his last chance to freedom.
