The officer's conduct, while unprofessional, was not reckless. She entered the intersection, and yes, was in ownership of it at the time of the accident, which is a very important factor. Ownership means that her vehicle had entered into the intersection far enough to have the right of way, regardless of the traffic signal. That's not to say that she wasn't at fault. Fault in this accident, from what the video shows, is on both drivers, not just the officer. I do agree that she should have had her siren activated. The judge in this case made the correct decision, however unpopular it might have been.
