Possibly just bandits, not cartel. My brother years ago (like, the early 70s) was driving around Mexico with his girlfriend and they got stopped on the road by bandits. For some reason, their "Code" at that time prohibited them from shooting car tires, which I found odd |

They may have been protecting themselves from the cartels, but honestly most authentic cartels don't mess with tourists beyond petty theft of property (unless you drive a truck). The ones that kill tourists generally don't last exceptionally long since, while they make most of their money illicitly, they don't discount tourist dollars that do flow to them in various ways. It's kind of funny, actually. The same thing goes in a lot of island tourist destinations, people beat the crap out of those who steal, but absolutely maul those who steal from tourists since that dissuades others from coming there. |
