At the scale we're implicitly talking about - hundreds of thousands of men at the national scale, aka Ukraine - not unless the attacker is performing poorly.

This is counter-intuitive, because down at the lower tactical levels the defender has so many advantages. But it doesn't scale. Because the attacker usually can pick his points and achieve local superiority in fire support, air superiority, logistical build up and just plain combat power involved.

Generally it should become a series of fights where the defender might have the terrain advantage, but everything else is stacked against him. After an initial cost if to break/take key positions, the defenders cohesion/structure should start to fall apart and create more and more of a fluid campaign, one where all the attackers advantages start to snow ball, and increasingly even very hard positions become walnuts in front of a sledgehammer or units get trapped and give up.

To use an example most westerners would be familiar with, let's look at the battle for Normandy.

The beaches, villages and towns, the iconic hedgerow hell - all the popular vision of the defender having vast local advantages.

The Germans lost at least 60,000 more men in that campaign than the allies, largely because of the pattern mentioned above.

So when you see an army sized campaign losing equipment at 3.4x the rate of the defender, that's not some immutable law of operations. It means the Russians are having a bad time.
