Because the Soviets didn't have the technology that's available nowadays, and they didn't have a strong enough economy to maintain a lengthy occupation of a distant country. Nowadays, regarding the U.S., it's because neither Iraq nor Afghanistan were meant to be "won." The War On Terror (as if war can be waged on anything other than people) is just as lucrative as the War On Drugs. If it ends, massive guaranteed profits will dry up, and that wouldn't be very good for the military-industrial complex.

It's really hard to say for sure with the video ending so quickly, almost as soon as he hits the window sill...
I don't see him being hit, there's no blood splatter, there's no visible wound, entrance or exit, and while I do see the thing on the back of his head being "discharged", we don't know what that was. It seems, timing-wise, that the small white thing that flies off in front of him appears to be what was on the back of his head.

It does also look like he did get the shot off just prior to dropping back down. If that was me I sure as hell would want to duck as fast as possible! He makes a pretty large target hanging out of the window like that!!!
