If an entity is investigating human rights abuses who does not reside in either country they should be unbiased.

There's no discernable proof in the video that this was committed by Russia or Ukraine.

I'm not denying Ukraine, or some people within Ukraine are capable of such an act. I'm not saying it was committed by Russia or pro-Russian. I'm simply stating there is no discernable proof of who committed this act and posted by an extremely biased, pro-Russian rando named Juan who's likely just one of many trying to make a name for himself
