You can select (on U.S. jets at least) chaff, flare, or both. During training, pilots will have a briefing on what threat(s) they will encounter, they just don't know where and when. They'll select one or the other. In a real-world scenario they'll likely be shitting both with each pickle (activation of the release switch).

If you've never seen chaff CM, imagine a family toothpaste box-sized module tightly packed with thin ribbons of foil. Once it hits the wake of the aircraft it goes everywhere. If it happens on the ground, its just a mess, and a FOD (Foreign Object Damage) issue until cleaned up.
