Wagner mercenary Andrei Medvedev made it to Norway in January in what according to himself was a dramatic escape from FSB Border Guard troops. On Friday, he tried to make it back to Russia in Grense Jakobselv, the northernmost part of Norway’s 198 km border with Russia.

Andrei Medvedev was stopped Friday evening in Grense Jakobselv as he in the dark tried to make it over the border back into the Kola Peninsula.

The 27-year former Wagner fighter then said that he intended to cross the border and that he was looking for somebody with a car that could give him a lift.

He looked excited, but at the same time calm and determined. He explained that he believed that he soon would be extradited to Ukraine and that a return to Russia would be a safer alternative.

Shortly after the conversation, he apparently managed to make it to Grense Jakobselv about 50 km from Kirkenes. In Grense Jakobselv, only a small and shallow river separates Norway and Russia. It is unclear how Medvedev made it to the area. There is no public transport to the border river.

The fact is that it is in this part of the southern coast of Crimea, between Foros and Yalta, that there are state dachas No. 6, 8, 9 and 10, where in Soviet times the party nomenklatura, and later the top officials of Ukraine and the CIS countries, rested.

Three employees working in a closed area said that the frame under construction was nothing more than a future ice skating rink. The appearance of the ice skating rink and tatami gave rise to rumors among the workers: supposedly President Vladimir Putin, a lover of judo and hockey, would personally relax at this dacha. One of the employees familiar with the work schedule at the site assures that they were in a hurry to complete the tatami by the beginning of August 2019 - in time for the president’s visit to Crimea. Multi-storey buildings in the lower part of the village of Oliva hang directly over the territory of the state dachas, and therefore, despite the giant fences and heavy security, local residents immediately know when guests appear and disappear at the dacha. In August 2019, high-ranking guests disappeared rather quickly. Two local residents told the Project that bacteria were allegedly found in the drinking water . But in fact, the residents of Oliva are now unable to register their houses and land: in October 2016, the head of the FSO in Crimea, Nikolai Kondratyuk sent a letter to the Crimean branch of Rosreestr with a request not to include objects that fell into the security zone of state dachas into the unified cadastral database (USRN) . In November 2019, the Project correspondent met with two dozen residents of Oliva. Everyone has the same problem: for three years now people have been unable to sell their houses, bequeath them, or donate them. Kabak bought the plot in 2002, while still in Ukraine, he developed a house project and received a building permit. Three years later, the Russian administration of Yalta gave the go-ahead for the final privatization of the land. The documents are ready, but Rosreestr does not register the rights. In 2014, Igor’s grandfather died, leaving him as an inheritance another house in Oliva, built before the revolution. Now Petrenko also cannot enter into an inheritance: “My great-grandmother lived in this house, then my grandfather, but they tell me that I have no rights.”

At meetings with locals, FSO representatives allegedly expressed fears that “a mine would fly from the gardens towards the state dachas.” . These fears sound funny, considering that every second pensioner here served in the 9th Directorate of the KGB, and is now on the FSO Veterans Council. The level of suspicion in the village is off the charts: at the end of the meeting, one of the participants whispered in the ear of a “Project” correspondent who among those present could be an “FSB informer.”

How the FSB launched the largest construction project in Crimea

When you are driving along the Sevastopol - Yalta highway, at some point the sea on the right disappears, and in its place - for a whole minute — a six-meter metal fence grows. It appeared in Oliva in 2016 and cut off part of the coastal area from the Iphigenia rock to state dachas No. 6 and 8 - those that are now called “Putin’s dacha.”


Behind the fence is the former Tavria sanatorium, which once belonged to the structures of the Privat group of the Ukrainian oligarch Igor Kolomoisky. In 2014, the sanatorium was nationalized, and they even tried to put it up for auction.

However, in 2016, the land of “Tavria” was officially transferred for indefinite use to the Federal State Institution “Military Unit 55002” - this is the economic department of the FSB. Since then, one of the largest construction projects on the southern coast of Crimea has been taking place there.

In three years, four helipads appeared on the territory: three on the rocks . The new embankment is finished with granite: tiles, parapets, balusters - everything is massive, made from solid pieces of stone . Flowerbeds and mature trees of bonsai and topiary forms are planted on the embankment. All paths on the territory are covered with red asphalt, on which workers are prohibited from driving. In 2018, two large buildings were built from scratch on the territory of the former sanatorium , two administrative buildings , multi-storey garages . Also at the dacha there are cottages for guests, seven open reservoirs and swimming pools , beach bar with fireplace and observation deck, climate pavilion, sauna, tennis court. Water is supplied to the pools from the depths of the sea .



The facility is completely autonomous: it is equipped with a water and wastewater treatment system, and the energy supply is duplicated by diesel generators. It has its own fleet of electric service cars and firefighter KAMAZ. On the shore there is a garage for jet skis (*, employees say).

The FSB facility is the most guarded in Crimea . The six-meter fence running along the route is only the first contour. Behind him is another one. Between the fences there is a patrol trail, patrolled once an hour. There are more than a hundred cameras on the territory, signal booby traps near the fence, and observation posts at viewing platforms: at least two people simultaneously monitor movements at sea. Suspicious objects - yachts or boats - are intercepted by security on jet skis, and curious people photographing the dacha from the shore are captured by a drone.

Civilian drone flights over this entire area are prohibited. . And they are impossible: a quadcopter that takes off into the air immediately loses the signal. To control the sky in the village, a “jammer” tower was built .

Who builds dachas in sanctioned Crimea

“Putin’s dacha” and “Tavria” have something in common: the general contractor for the construction is the Transstroyinvest group of companies (TSI) and its affiliates . This was not publicly reported, but, according to the Project’s interlocutors, it was TSI who built new buildings and an embankment at the FSB dacha, and a year later - tatami and an ice palace at state dachas No. 6 and 8. TSI owner Alexey Fomenko personally came to the VIP construction sites .

Until recently, no one knew about the 40-year-old father of five children, Fomenko, but in 2019 his company built the elite Sofiysky residential complex on Sofiyskaya Embankment overlooking the Kremlin. This is one of the most expensive places in Moscow, and the cost of a square meter of housing in a residential complex starts from 536 thousand rubles, with a view of the Kremlin - from 1.1 million rubles. TSI has been operating in the Moscow government contracting market since 2013 , it also carried out state contracts for the reconstruction of Vnukovo, Domodedovo, Pulkovo airports, and participated in Russian Railways projects.
