It's used to both mark targets for airstrikes and detonate exposed munitions in the open. Can also be used as an area denial weapon or to obscure things too. Think of a man portable air defense system waiting for aircraft to attack. If you use WP first in a shell, it drives the enemy indoors or can cause havoc with more sophisticated systems thermals. This all neutralizes the capabilities of those weapon systems, and allows the aircraft to come in and out semi-freely.

Nobody said it was "guided" rockets

Dumb cylinder rocket technology is ancient.
Simple rockets have been used in wars since the fourteenth century, just metal tubes filled with powder.

I'm pretty sure it is what they're manufacturing with the "Israeli dried" water pipes.
