Horner was scheduled for arraignment on May 5, 2025, but did not appear in court, and the case is ongoing in Charlotte County. The Florida Fish and Wildlife Conservation Commission (FWC) has also cited Horner for additional violations from a separate March 29, 2025, fishing trip, including operating without a valid saltwater charter license, using an improperly registered vessel, and a misdemeanor for harassment of a fisher, along with a citation for careless vessel operation. These add to his legal challenges.
