Just when You're Expecting One Thing to Happen...

Doubt the contractor had an inspection done. If he did, it wasn't rated for this.

Not an inspection issue at all that structure was very well built or it wouldn't have held up that long. The weight they added was just plain imbecilic, normal floor load rating for a home or light use commercial space (office, parking etc) is 40-50 pounds per square foot (6 inches of sand or 12 inches of wheat) if the structure was actually engineered for heavy storage code can be as much as 250 pounds per square foot so 2 1/2 feet of sand or 5 feet of wheat. I don't know what these morons were stacking but it wasn't meant to be stacked 14 feet high in a solid block with no walkways to distribute the load. Most likely the building wasn't engineered for heavy storage at all so the safe load of wheat would be about 1 to 2 feet high with no isles or 2 to 4 feet high if they stacked it in rows with 50% of the floor left clear for walkways.

Was this in Iran? Sounds like they were speaking Farsi.
