Not an inspection issue at all that structure was very well built or it wouldn't have held up that long. The weight they added was just plain imbecilic, normal floor load rating for a home or light use commercial space (office, parking etc) is 40-50 pounds per square foot (6 inches of sand or 12 inches of wheat) if the structure was actually engineered for heavy storage code can be as much as 250 pounds per square foot so 2 1/2 feet of sand or 5 feet of wheat. lol over there they run illegal factories out of literal residential apartments, there was probably some family downstairs eating lunch lol
