Rome (CNN) -- Seven people have died and seven others are missing after rains triggered severe flooding in northern Italy, civil protection officials said Friday.

Especially hard hit was the tourist-popular Cinque Terre region on Italy's northwest coast.

The Italian Council of Ministers declared a state of emergency in the flood region, which means 65 million euros ($91 million) will be put aside to deal with the disaster, the Corriere della Sera newspaper reported.

A special cabinet meeting was called Friday to discuss the situation, the Italian government said.

Heavy rains continued to fall Thursday night in Milan and other spots across the southern European nation, according to the Servizio Meteorologico, Italy's official weather agency. The agency gave an alert about intense, widespread rainfall -- potentially with strong wind gusts and hail -- in the regions of Calabria and Basilicata in southern Italy, as well as the eastern part of Sicily.

Meanwhile, Monterosso al Mare -- between Genoa and Pisa in the Cinque Terre region of Liguria -- has been "isolated, accessible only by sea" because of earlier rains and floods, Mayor Angelo Betta told the news agency ANSA.

So, too, is the nearby town of Vernazza, with even bulldozers and cranes still not able to reach it.

That said, Betta reported some progress Thursday thanks to round-the-clock efforts by emergency workers and volunteers to clean up the town. One volunteer in that community died in the flood Wednesday.

"The situation is much better compared to yesterday," Betta said.

Italy's Defense Ministry noted Thursday on its website that 348 military personnel have deployed to the provinces of Massa Carrara and La Spezia to assist in the wake of flooding here.

Three people were killed after a house collapsed in La Spezia, an ANSA report said.

ANSA also reported that prosecutors have opened a manslaughter investigation related to the deaths of two people from flood-related injuries in Aulla. Authorities are assessing whether their deaths had anything to do with faulty work that may have caused the Magra River to overflow.

The weather has also caused major travel headaches throughout the region. A mudslide that trapped a truck driver, who was eventually freed, has caused the A12 highway in Liguria to be blocked since Tuesday. Train services in Liguria have been halted, too, due to mud and debris on the tracks.

Italian gov.t, not the water is to be blamed for these deaths; extremely detailed reports on hydrogeological hazard in Italy are available since decades, including instructions explaining what works are needed in order to prevent this type of avoidable human losses (plus the damage, and its consequences).
But their priority is to carry on the project of the Strait of Messina Bridge, an USELESS structure which will only enrich mafia and Berlusconi dearest friends, which cost is estimated at €6.1 billion. Oh, and it would be built in the most risky area in Italy, since it's only a matter of time, and it will be struck by some devastating earthquake (area indicated by the arrow)

the 1908 Messina earthquake and tsunami took some 100,000–200,000 lives, btw, and all experts agree on the fact that more great earthquakes will strike the area, possibly very soon. An area where house were built mostly by mafia, hence made of shit.
That money should be spent for security measures to prevent deaths, not for some shit which only purpose is to make feel Berlusconi as great as Giulio Cesare: he's always been a midget, he is a midget and he'll always be a midget, who whenever wants some woman must pay otherwise nada, no matter how many bridges he will build with the taxpayers' money.

Six more dead in Italy floods
Heavy storms hit northwestern Italy on Friday (November 4), killing at least six people and flooding parts of Genoa and neighboring areas a week after torrential rainstorms ravaged nearby coastal areas.
Television footage showed cars floating and people wading through flooded streets in Genoa, the largest city on the northwestern coast.
Authorities described the situation as "extremely serious" and urged people to be careful.
Genoa's town hall warned residents not to leave their houses, move to higher floors, close shops and not to use their cars on its website.
Fire brigades said at least six people, including three children, were killed in the floods.
Last week the government declared a state of emergency in northwestern Liguria region and Tuscany after storms lashed the coastal regions, killing at least 10 people and causing widespread flooding and mudslides.

Yesterday I've been in a small town in the middle of Sardinia: i had the luck spend some time in looking at what they did in order to avoid damages in case of storms, and a chat with their major: and it's a town filed under "high hydrogeological hazard", btw. They've never had any issue, though storms like the one that struck Liguria happen every year there. "We have followed three basic rules:

1-Dont cut off trees
2-Don't try to change any river's path
3-Don't build structures made of shit"

It's not that hard to get, is it? Humans are so stupid to believe that mother nature accepts whatever you do to her, and they forget that sooner or later she will retrieve what you've stolen to her, with interests, inevitably.
