Yes it was the CAPS (ballistic parachute) and yes likely deployed by the impact. The igniter is cable operated and major deformation of the airframe can cause the cable to pull.
Hard to say what caused it but it looks like a stall/spin at very low altitude. Possibly as a result of a balked landing and poorly executed around or taking off with wrong flap setting or overweight.
Now time for all the ignorant pilots to chime in about how Cirrus are unsafe and that's why they have a parachute.
FYI I have almost 400hrs in SR20/22s.

I think CAPS/WARPS are pretty nifty devices. I don't know what the unit cost would be, but I'm of the mind they should be standard equipment on all new civilian SE piston airframes.

And that's exactly what the Klapmeier brothers who designed the Cirrus thought and that's why it comes to parachute because of their beliefs not because it's an unsafe or unstable aircraft.

I once saw a video of a Cirrus descend very gently until it touched the ground.

The only problem was it had been in a mid-air collision and the cockpit was on fire and both pilots were killed. It burned as it was slowly descending. But I think the crew was dead from the collision, so they probably didn't care.
But the parachute worked perfectly, and the plane descended very slowly. If would have been survivable if they hadn't been on fire.
