I've seen several instances of control locks being left in place and the planes make it. All depends on the aircraft weight, density altitude, make and model, and other factors.

I've litigates several such cases after multi-fatal accidents.

I watched a DC-3 cargo plane try to take off with the elevator locks in. They made it because it was empty except crew of two and fuel.
