Instead of turning on the engine anti-ice they turned off the hydraulic system B which disabled the flaps and they didn't notice.
Sounds like the first officer was inexperienced and the captain was task saturated monitoring him and they made some mistakes and didn't catch them compounded by the fact that they were constantly getting the radio frequencies wrong and coming in too fast. They got a master caution warning that the hydraulic system was off but they silenced the alarm without realizing what it was. A huge mistake to silence a caution without calling out what is triggering the caution.
