I've dealt with a ton of Black Bears, in varying states of nourishment too, and I've never even seen anything close to this. Running up steps full speed like that, out of the dark into the light to confront a human in a space it doesn't know yet.
You can usually spring an adult Black Bear 5 feet into the air by flicking on a light. You couldn't catch it if you tried.
Even how it sounds is off because it's so young and tiny. That thing has rabies, or an arrow in it, or some shit.

You know what I hadn't thought of? That maybe there is another dog or two out there that chased the bear up to the house.

That's just the weirdest behavior for such a small bear I've ever seen. Even that it comes over the gate like that. It would really explain a lot if it was terrified into going into the house like that, maybe even already a bit hurt.

Do you guys hear a dog barking? A bigger dog, I think outside?

that was the neighbor's dog.
He did end up with little bite and scratch marks.
Someone from the neighborhood is feeding the bears.
His right arm movement suggests he's baking something so perhaps the bear was attracted by the smell of it and additated by the neighbor's dog it also wanted to attack this guy's dogs?
