In fairness you can't marry a Jew in a synagogue unless you convert. My brother in law is not religious (COE by birth) but as they were getting married in a catholic church he had to do some courses (and agree that the kids would be raised Catholic). It's not that strange that in order to marry in a mosque you must be a Muslim. I know a guy that married a muslim girl and they had secular wedding at a registry office so he didn't have to convert
