FARC commander Raúl Reyes was killed on March 1, 2008, when Colombian forces launched Operación Fénix against a FARC-EP encampment inside Ecuadorian territory. Reyes, whose legal name was Luis Edgar Devia Silva, was a member of the group's Secretariat and served as its international spokesman. The cross-border air and ground strike began at 12:25 a.m. in Sucumbíos Province, near Santa Rosa de Yanamaru and Angostura. Twenty-four people were killed, including Reyes, other FARC members, a Colombian soldier, an Ecuadorian citizen and four Mexican nationals described as students.

The incursion triggered the 2008 Andean diplomatic crisis. Ecuador recalled its ambassador, expelled Colombia's ambassador and deployed forces to the border. Venezuela expelled Colombia's diplomatic staff and moved military units toward its border with Colombia, while Nicaragua broke diplomatic relations. The Organization of American States found that the incursion violated Ecuadorian sovereignty but stopped short of condemning Colombia. The crisis eased a week later at a Rio Group summit in Santo Domingo, where the presidents publicly shook hands. Colombia's foreign minister expressed regret and said the country had not intended to violate Ecuador's sovereignty.

Reyes was also accused of kidnapping hundreds of civilians for extortion or political purposes, including nine foreign tourists, involvement in several town massacres and some Colombian city bombings.
