(KABC) -- Police said up to 14 people were killed and up to 14 others were wounded when one or more gunmen believed to be armed with rifles and wearing body armor opened fire at a San Bernardino social services facility on Wednesday. WATCH: Live coverage of the active-shooting situation in San Bernardino San Bernardino police Chief Jarrod Burguan said at a news conference the number of people killed and wounded were preliminary estimates that could change. "They came prepared to do what they did, as if they were on a mission," Burguan said, noting the shooters carried long guns, not handguns. Police shed no light on a motive. Police said up to three shooters were involved. The suspects were described as heavily armed and possibly wearing body armor, according to Sgt. Vicki Cervantes with San Bernardino police. Riverside police said they were helping other agencies look for male suspects in a black SUV, possibly a GMC Yukon. At approximately 3:15 p.m., police officers chased down a dark colored SUV, which crashed a few miles from the regional center. Police said shots were fired, an officer-involved shooting occurred, and one suspect appeared to be down. Other suspects could still be at large. Police said it's not yet clear if the incident is related to the earlier mass shooting. The shooting occurred around 11 a.m. at the Inland Regional Center, a nonprofit that works with individuals with developmental disabilities, at 1365 S. Waterman Avenue. The complex is comprised of three buildings. The attack took place in a conference area where the San Bernardino County Department of Public Health was holding a banquet, said Maybeth Field, president and CEO of the social services center. She said the building houses at least 25 employees as well as a library and conference center. Inland Regional Center employee Brandon Hunt told Eyewitness News that the auditorium is regularly rented out to outside agencies. Hunt said approximately 550 people typically work at the facility at any given day. No weapons were recovered at the center, though authorities were investigating unidentified items in the building and have brought in bomb squads, Burguan said. Authorities believe the suspects may have fled the scene. Courts, schools and other facilities in San Bernardino were placed on lockdown for security. The Inland Center Mall was shut down for the day as a precaution. The mall was evacuated and employees were sent home. Investigators were searching the building room-to-room and have yet to clear it. Shortly before noon, dozens of people were seen exiting the building with their hands up. Cervantes said police are taking them to a secure location. She said police are not aware of any other active scenes. Loma Linda University Medical Center said the hospital's emergency room is in disaster mode and is expecting an influx of patients. The hospital tweeted that they received four adults and they are expecting three more. Patton State Hospital officials said the facility is "in crisis" but did not specify how many victims they were expecting. San Bernardino County officials said six patients were being treated at Arrowhead Regional Medical Center. San Bernardino Unified School District officials said more than 70 schools were placed on lockdown as a precaution. Marcos Aguilera's wife was in the building when the gunfire erupted. He said a shooter entered the building next to his wife's office and opened fire. Multiple agencies were working together on scene. FBI and ATF agents were responding to the scene to assist local authorities. The regional center in Alhambra is closing as a precaution, a client of the facility told Eyewitness News. There are 21 regional centers across California with more than 40 offices throughout the state. The White House said President Barack Obama was briefed on the situation. San Bernardino city officials said family members of those affected in the shooting can connect with loved ones at the Hernandez Center, 222 N. I saw a lot of report says one of the suspect is a 30 years old middle eastern man name Farooq Saeed. Not sure if he was the one shot.
