I think this might be the pair being billed as the Aztec Children in the early 1900's. Of course they weren't Aztecs, but maybe they slapped that on the tunic as an Aztec-looking symbol.

If we knew the year this photo was taken it would help alot.

The button-up boots are from 1870s - 1920s.

I'm guessing it's not a Nazi swastika but the Indian symbol instead.
I should use my eyes more! I didn't even look at the guy in the middle, oops!
