look, most of these images were taken with a wide-angle lens to capture most of the scene in in the usually narrow buildings. These lenses tend to distort the image quite strong, thats why his proportions seem to be kinda wrong.

These are photos by Luc Sante from his book "Evidence" if you are looking for more info
^ They aren't by Sante. From his book, but he didn't take them. He wasn't born until 1954. Most, if not all were taken by Arthur "Weegee" Fellig. He was a photographer in NYC during the early 1900's. He got his nickname from the NYPD because he was usually at the crime scene before they were.
