Female circumcision varies,but it doesn't always include the entire vulva.Usually it involves removing just the clitoris,but there are cultures who remove the labia as well &/or sew the vaginal lips up,(or whatever's left of them)with only a tiny gap for urination & sexual penetration.Orgasm & sexual pleasure becomes impossible,& sex & childbirth are excruciating.In some cultures a woman is unmarriagable unless she's circumcized,and horrifically,it's very often done by other women,often with rusty & unclean implements so the threat of dying from infection is a very real possibility.It's a barbaric practice that alas,has been hard to eliminate,especially in parts of Africa and it's another example of power & control over women that so many traditional societies insist on maintaining.

Her leg isn't gone, that was what I though when I saw it first too. Look more closely, the guy's foot is on her knee blocking the rest of it which gives the illusion that she has no leg.

I'm only guessing here cause I don't see the reson why to go after the artery on someone's thigh while you can find them on their hands and neck too.

About the soldiers being there, well if it was by any chance a circumcision then it sure was a forced one as a punishment for sleeping around or something. Circumcision is normally done on some months old kids or younger, not adults.
