Isn't it maybe some sort of circumcision? As I heard in some parts of the world women also get circumcised along with men. Not sure what there is to cut though!

They are cutting where her femoral artery lies, and her leg is smashed. Circumcision is removal of her vulva but they are nowhere near there.
