But, obviously, not necessarily. While in Israel, for example, there is a very definite threat of suicide bombings and other terrorist attacks that an enormous wall has very much so helped prevent, it also, on top of all the things mentioned in the article, dehumanizes the "above board" Palestinians. To me, this creates a breeding ground of hate and ultimately fuels the very thing its trying to prevent.
