I have to catch up on this thread, the answer might be in here already, but are they allowed to shoot at the pilots like that as they are parachuting down? I would think that is a violation of some sort?

Turkey is a NATO member, so wouldnt the answer be in the geneva conventions???

No, it's against international law, in the same way executing someone who has surrendered
