Irish anti-child abuse campaigner Lurleen Hilliard contacted the US authorities, who then contacted their colleagues in the Philippines, who brought the baby’s mother into custody: she'll undergo psychological assessment to see whether she has the mental and emotional capacity to care for the child, in the meantime, the baby is being held in a facility for abandoned children.

If found guilty, she needs to be sterilized. Heck sterilize her anyway. Joke or not, unless a person is able to consent to crawling around naked on a leash for somebody elses pleasure, it is not funny.
