This reminds me of one time I was in Cumberland County court, traffic, but the put that in with DV, Drug offenses and other crimes all mashed in together.
The prisoners were in there, and one guy actually begged the judge to let him stay in County because he was a homeless crackhead....and she let him. It was really sad.
