And don't forget about some of the tenants who rented rooms just above that cellar. I think a lot more people knew something sick was going on but have remained silent.

The tenants did hear stuff. They saw Wheelbarrows of food and stuff being brought down there, but never saw the food coming back up. They did hear stuff going on down there, but Josef Fritzl threatened them with eviction if anyone questioned him or tried to go into cellar/dungeon.
