Habitual behavior is an intentional attempt to achieve a desired result.

I didn't say "threaten". Actually chop their dicks off. It will change the numbers tremendously, since almost 4 out of every ten rapist caught eventually rape again.

I know this of course could never happen. But it would be proper justice in my opinion.

Castration is absolutely not the answer to counter rape...as much fun as it would be. You're forgetting that rape is a crime of violence and rarely has a true sexual component. If you castrate offenders that rape and child molest then all you're going to do is make then use a different tool to cause their victims pain...like a knife, baseball bat, gun, etc. Studies have shown that with castration for sex offenders the level of violence increases and so does the rate of murder.

By threaten, I mean "to get the word out". Just like people know about the death penalty, without ever having committed a crime worthy of it.

It seems like the fear(or reality) of having their dick and/or balls cut off would work, but it doesn't.

Look, I realize it's not a fix all solution. But it would be fun right. And not all rapist are violent people. Bill Cosby for instance.
