Yeah because tough american prisons have done wonders to curb your crime problem.

Why not try and adapt a system that's not a revolving door for crime and essentially a criminal college.

In addition to crippling them the right hand/fingers are removed to make them a social outcast. The left hand is seen as dirty as people use it to wipe their ass especially given the poor sanitation that exists there. Also, business deals are concluded with handshakes there and only the right hand is allowed to be used. It is an insult to offer your left hand.

Good question. I don't really know. I think the social mores would trump the individual differences. My guess would be that Lefties would be compelled to use their right hands for all educational and social activities vs. the left hand (similarly to old school Catholic academies did - Nuns and rulers and all that).
