She was already breaking a basic municipal law by blocking two lanes of a public roadway with her Missouri-plated vehicle in Minneapolis, Minnesota. No active ICE operation was taking place at 34th and Portland Ave. location address.
If it turns out that, she and her Legal Observer friends were deliberately following ICE personnel around and moreover attempting to impede their duties in Minneapolis that day, then the federal agents were within jurisdiction to take all measures including deadly force to remove that obstacle.

Her wheels were facing away from the ICE pig. She was trying to go around him. To try and not hit him. There are multiple angles showing exactly this.
