Those days of openly wearing pillow cases are long gone, theres still a few but their the dumb ones.

What part of that are you worried about? If you are a normal citizen then you have nothing to hide, but if someone bent on hurting someone else can disquise their face and eyes and whatever else may distinguish them from women....(I really don't see the IRA or whatever factions/guerrillas/whatever other "terrorist" be they from the middle east or Europe or the Americas forgoing a countries policies unless they had to change a feature that is meaningful to the point there was no way they'd go against their faith's rules)

They will have to dress up as women, shave any facial hair, wear make-up and dress in the fashion of the culture to infiltrate, right? Well, maybe I just need another point of view.
