The "White Supreeeeemacist" group had permits to assemble there. granted and enforced by a FEDERAL JUDGE- thanks to ACLU actually doing something for what they represent, which is the 1st amendment, just nontraditional they're having to do it for people in right-wing politics, lately.

Mayor order a stand down to the police- as ANTIFA started showing up, without permits, making their "counter protest" illegal in the first place.

Mayor then shuts the assembly down calling it "unlawful"- and had his police usher the the rally goers down paths where antifa/BLM groups had illegally assembled. That very narrow ally where the car smashed into people and other cars is one of those paths. So the police was literally forcing the groups to meet head on instead of taking measure of dispersing in a safe and non confrontational manner.

So the blood of the victims are not on evil white supremacist home grown terrorist as the media is rushing in to push's hands. It's on the Gov, and Mayor's hands. They wanted to double down on their political positions and make it harder for Americans practicing their 1st amendments that caused this chaotic event to unfold.
