It's not a Spanish immigration officer beating an immigrant. The police officers accent is Central/South American.

It's tough for me to make out but I think the guy in handcuffs is drunk as fuck and wants to sit and the police officer says "why don't you do what I say" and then repeats many many times. "Porque me pinches los huevos?" which is loosely translated as "why are you fucking with me?" but I would go a step further and say that in the US the police officer would be saying "You wanna fuck with me?"

I could be wrong on the exact translation but I'm sure of the accent.
