Well, it looks like he's standing in front of a restaurant with the same logo, so I assume it is a food item. I doubt they are pushing urinal cakes on the street. And it doesn't look like a urinal cake store. I thought maybe the Russians had a version of "Hostess" that sell some kind of Russian snack cake.
