Underwear guy can't pay his rent. So the injured guy will not be getting any $ for his medical bills. If China is anything like the US, the legal system will not punish a person for not paying their obligations.

big oof, the legal system will indeed fuck your shit up if you don't pay. They will attach your wages after a court date, easily. In this case, though, it would be assault and attempted murder which are getting his ass removed anyways in either China or the USA. |
