In March 2012 a Cleveland (Ohio) woman dialed 911 to say she saw a man and child profiled in an Amber Alert. The child had been taken about 24 hours earlier by someone known to the family, but the motive for the abduction is unclear. Police arrived during the 911 call and recovered the 4 year-old child and arrested the man.
The 911 call has been released after a woman recognized a man and a child from an Amber Alert, and guided police to take both into custody safely Tuesday.
The Amber Alert was issued early Tuesday morning after 4-year-old Raevon Ruffin was reported missing in Cleveland. Ruffin's mother called police after noticing he was not with the group of children he was outside playing with Monday night. He was last seen at 7:30.
A search of the neighborhood was conducted and failed to turn up any signs of Ruffin. Police said they believed he was with Isaiah Taylor, who lived with Ruffin and his family periodically for the past six months on East 95th Street -- and was missing the same time as the boy.
But Tuesday morning, Jacquelyn Harris spotted the two walking in East Cleveland and called police.
"I received the first call from a female stating she was on Superior, however she was disconnected somehow, her cell phone went dead," recalled Dispatcher Yvonne Barclay. "Then I received a second phone call stating she was on 133rd. At this time, I told her to not lose visual. She stated that she passed him by and then she said that she was afraid because she turned around and she was blocking traffic. I told her not to worry about that."
A few minutes later, police arrived and the two were found safe in the area of East 133rd Street and Eddy Road. They were taken to the East Cleveland police station to confirm the positive identification.
Barclay was very excited about the outcome.
"As a mother, I was ecstatic. I can only just imagine how she was feeling overnight with her child missing all night long," she said. "And I was just happy. I held my composure as I should. But at this point I just – when she came into the station, I held her myself and just let her know that I was happy her child was back with her."
