On August 30, 2006, the San Francisco Bay Area witnessed a tragic and shocking event when Omeed Aziz Popal, then 29, embarked on a vehicular rampage in a black Honda Pilot SUV. The attack resulted in 18 pedestrians being struck and one fatality. The deceased, identified as Stephen J. Wilson, 54, was the first victim, tragically hit in Fremont, California.

Witnesses reported that Popal appeared to intentionally target pedestrians during his spree. Among the injured were Vera Jenkins, Pedro Aglugov, Leon Stevens, and Susan Rajic, each suffering varying degrees of injury. The terror caused by Popal's actions extended throughout the local communities, as he maneuvered his vehicle with apparent malicious intent.

Popal, a native of Afghanistan, was later diagnosed with paranoid schizophrenia. Records revealed a troubled history of mental illness, including two involuntary commitments for mental health treatment in the six months leading up to the rampage. This background became a pivotal aspect of his subsequent legal proceedings.

On July 31, 2008, at the Hall of Justice in San Francisco, Judge Carol Yaggy delivered a crucial verdict in Popal's case. Considering his mental health diagnosis and history, Popal was found not guilty by reason of insanity on the attempted murder charges. He was committed to a state psychiatric facility following this ruling. In a subsequent 2013 hearing, Popal pled guilty to murder charges. He was again ruled criminally insane and was committed to a state psychiatric hospital for life.
