I think that was a methane gas explosion in the sewer. In the background is a delayed narrow, vertical, explosion, which is likely likely from a manhole. The flying guy probably threw a ffag into the untrapped drain leading to the sewer.
The explosion would have been more firey and even more destructive if it was natural gas.
