Rainy conditions!?!

It looks like there’s only water on the far side of the roadway and from a specific starting point. It seems like some sprinklers were aimed in the wrong direction or something but the close side of the road looks completely dry…

Probably a dry wash effect: the runoff from a T storm was dammed up by that elevated median strip.

Silly road design. Needs drainage ditch or pipes to move the runoff along to lower ground. But that takes pesos.
