If the man hit the right rear corner of car while riding in a NNE direction, his body could have swung around counterclockwise, with his right leg sliding into the car's wheelwell/tire gap. The rotating tire on the car, still moving forward, could have drawn his legs further into the gap, with that end result. The moped might have tipped to the ground or he might have been grabbing the handle bars during part to of the initial rotation, putting his leg at the perfect height to be drawn in.
