A share of the blame for both cars?! I hope you don't drive...
The camera car was traveling along in the correct lane when some muppet driving on the wrong side of the road hit him head on. There is no blame for the camera car.
The wrong-side car was shrouded in the shadow of the truck, which likely made it more difficult for the camera-car driver to pick up. I'll give you that much.

I do drive and quite well, in fact. I've driven in every condition imaginable except fire and brimstone, none of which caused an accident. I've avoided a lot of dimwits due to diligent scanning of the road around me.
