Incidentally, and completely unrelatedly --- In the US and Canada, we have awful problems with 911 hangup calls, usually caused by pocket dialing. Is it worse for 999, since the numbers are totally consecutive?

Of course it is worse, but that happens mostly with older phones, especially Nokias, these just loved to live their own life in my pocket. Now, I have a Sony Xperia V and pocket dialing has happened only once in 1,5 years, it was raining like hell, when I worked on a construction site, the screen got wet and the activation button at the side was hit during working. The screen lock was swiped off by the pocket and somehow it managed to call my friend, not the emergency
They should change the emergency number to 666 aka "THE WHOLE HELL BROKE LOOSE RIGHT NOW!"
