Hong Kong (not Russia, as I first thought). No idea how he ended up in this situation, but seems to be fine.

Hong Kong A video that circulated online on Nov 10 shows the shocking moment a worker dangling from a crane at a construction site in Pak Shek Kok, Ma On Shan. The video uploaded to social media shows the worker - who got his leg entangled with the tagline - hanging from a crane below a load as he was slowly being lowered back toward the ground. Unfortunately, the worker lost his grip when he was 5-meters above the ground and fell on a pile of rebars. He was conscious after the fall and managed to sit back up on his own. The video did not capture the aftermath of the accident, nor did it indicate when the incident happened. Hong Kong has seen a number of industrial accidents involving tower cranes in recent months. |

His foot caught by a cable and he was hoisted into the air. The male worker immediately grabbed the rope with both hands and shouted for help. Other workers immediately instructed the crane operator to lower the rope. However, when he was about 5 metres above the ground, the male worker let go of his grip and fell onto a pile of steel bars below while his helmet came off.
