Who puts oncoming traffic on both sides of the barrier?
Inverted lanes during rush hour. Surely an everyday occurrence there, as evident by the lane signals with the red X and green arrows.

Had these lanes in Tucson for many years. Inbound in the morning, and outbound in the afternoon. But traffic moved slower, and there were only fender-benders. They even referred to them as the "Suicide Lanes"
