Mitigating circumstance - the kid on that motorcycle was movin'. Cop likely didn't see him and clipped the bike. Doesn't make the cop any less liable for causing the crash, just saying. Here in the states there would be a herd of attorneys and subject matter experts dissecting what percentage of the crash was the rider's fault due to his "negligent speeding" prior to contact.
