Some of those guys were boy scouts, for they are following proper tire fire building techniques.
A burning tire / victim sandwich is an example of 'afro-engineering'. Could be Boy Scouts, they are using "Boy Scout Juice" (gasoline) to start their fire. Someone needs to design a 'necklacing' merit badge for these guys...
